Recently, the European Union has issued a number of announcements to update the approval status of pesticide active substances glendazole, deltamethrin and activated esters. In addition, the European Union recently finally set out the data requirements and approval plans for pesticide safety agents and synergists that have been in the regulatory gap for many years, and the relevant announcement has officially entered into force last week. The details are as follows.

Metalaxyl-M

Commission Implementing Regulation (EU) 2024/1718 Amending the approval conditions for Metalaxyl, Relaxation of the limit of related hetero-2 -[(2, 6-Dimethyl-phenyl)-(2-methoxyacetyl)-amino]-propionic acid 1-methoxycarbonyl-ethyl ester to 10 g/kg, However, the restriction added after the 2020 review was retained - when used for seed treatment, it can only be treated for seeds that are subsequently planted in greenhouses. The conditions for approval of the updated metalaxyl are:
Active substance: ≥ 920 g/kg

Deltamethrin

Commission Implementing Regulation (EU) 2024/1734 Supplementary allocation of Sweden as a co-reviewer of deltamethrin. The review countries responsible for the re-review of deltamethrin after the update are: Austria (RMS) and Sweden (Co-RMS).

Activated ester Acibenzolar-S-methyl

Commission Implementing Regulation (EU) 2024/1696 withdrawing the decision to approve activated esters of active substances, And update the Approved list of active substances Commission Implementing Regulation (EU) No 540/2011.

According to the announcement information, the applicant informed the European Commission in September 2023 that it was discontinuing further studies on the endocrine disrupting properties of the activated ester and decided to self-classify the substance under the EU CLP regulation as Category 1B for reproductive toxicity and therefore no longer meets the EU approval conditions for pesticide active substances. Member States shall withdraw authorisation for products containing activated esters as active substances by 10 January 2025, and any transition period granted under Article 46 of the EU Pesticide Regulation will expire on 10 July 2025.

Safety agent and synergist

Commission Regulation (EU) 2024/1487 sets out the data requirements for the approval of safety agents and enhancers and publishes the approval plan for existing safety agents and enhancers. The announcement fills a regulatory gap in the EU on pesticide safety agents and synergists and came into force last week.
